We would like to share some of the most frequently asked questions about HP Solution Center not working : Adobe Flash Player Error and Unable to Scan.

Microsoft Windows 10 (64-bit)

Officejet 8620 comes up with " !Fax Failure: Unable to send or receive faxes" immediately upon power up. Every other feature works fine from printer. Phoneline works fine , have tried multiple cords and telephone extension always works. Used to work just fine, one day just quit working.

Resolve issues when faxing, such as faxes do not send, you cannot receive faxes, fax quality is unsatisfactory, or an error displays.

NOTE: 

The primary steps in this document are for a traditional landline telephone service. If you use a different type of phone or digital service (VoIP or DSL), go to Troubleshooting other connection types in this document.

If the issue persists, please restore factory default fax settings, and then run the fax setup wizard again.

@pkarlowsky I suggest you start with the steps to resolve - cannot send fax and move your way towards cannot receive fax as well:

 

Step 1: Print a fax test report

To begin troubleshooting, print a fax test report to identify any issues with the printer, phone line connection, or fax settings. On the printer control panel, locate Run Fax Test or Fax Test Report in the Fax or Setup menus.

Review the report for any tests that failed and follow any instructions provided. If the issue is not resolved, continue to the next step.

stepped through all suggestions. When I use fax setup wizard, it hangs after "select ring pattern". I have to select "NO" for distinctive ring for fax calls or I CANNOT complete the wizard. When I touch 'Run fax test' it returns:  !Fax Failure.    Unable to send or receive faxes. OK.

I also see 'send fax later' and 'fax setup are greyed out under 'fax settings'. When selected it responds: "The feature has been locked by your administrator or the person who set up the printer" OK.  That would be me and I did not. I think these problems could be related. Thanks for the help. I don't want to buy a new printer from any competitor.

@pkarlowsky I'll try my best to ensure you don't have to buy a new printer, by reviving this one, here's what else we could do to fix the issue:

Let's start with restoring fax settings using the below steps:

 

Setup menu > Fax Setup > restore fax default 

 

If the issue persists, we may need to perform a complete factory reset of the printer, the same may reset all printer settings and I suggest you check my private message for steps on performing a full reset, the instructions are designed for your specific printer and if anyone with a different model would try the steps, it may render the printer unstable, hence a private message would be the safest way of sharing this information:

I saw where someone stated you helped them fix this problem. I would like to get the fix as well.
