I understand you’d like to use the scanner without having the ink cartridges installed. Let me clarify this for you.
The HP DeskJet 3635 requires cartridges to be installed in order for the printer to function fully. This includes scanning and copying jobs. The reason is that the printer performs an initialization process at startup to confirm that cartridges are installed, even if you are not printing. Without cartridges, the printer cannot complete this process, which disables other functions like scanning and copying.
Here's what you can do:
- Install cartridges (even if empty/expired) – To enable scanning, you just need to keep any compatible HP 63 or 63XL cartridges inside the printer. They don’t have to contain usable ink—the printer only needs to detect them.

Step-by-Step: Scan with HP Smart
Download and Install HP Smart
Add your printer to HP Smart
- Open the app → Click Add Printer → Select your HP DeskJet 3635 from the list.
Start a Scan
- Place the document/photo face-down on the scanner glass.
- In HP Smart, select Scan.
- Adjust settings (file type, resolution, color/black & white).
- Click Scan to begin.
Save or Share the Scan
- After scanning, you can save the file as PDF/JPG or share it via email, cloud, or directly to your PC/phone.
