I had problem saving a scan from HP Envy 4520 to MacBook iOS 12.7.6, via Image Capture app.
I called HP Tech support, he suggested me to buy new computer and new printer as both of my devices are too old . Ha ha
After disconnection with this support, I googled and found this article, showing to add Accessibility for Image Capture app. Then it works for me. I tried to add the link for this following contents but I could not paste the link here. So here are the instructions I cut and pasted here:
- Open System Preferences > Security & Privacy > Privacy
- Click the "Lock" button to make changes
- Click the "+" button to choose Image Capture.app or drag it to the table on the right.
- Run Image Capture again, it will work.
Try scanning from Apple Image Capture again.

After getting Image Capture working back, i tried the HP Smart Scanner , it did not work initially, I turned off the iCloud from HP Smart , Settings. Now, HP Smart Scanner works as well.
Hope that these steps work for someone that has been struggling like me the whole day!
