Is the printer connected via USB or through the network?
HP Scan Extended should work through a USB connection without installing any other software.
For a network connection you must install the HP Basic or Full Feature Software for HP Scan Extended to work, to install a such follow HP Easy Start below and select either Basic or Full Feature software:

I have a wireless connection and the software you recommended has been installed.
I can scan and send to email and file the scan, but the Scan Extend continues to give the message
"HP LJ M278M281 was not found"

Please try following HP Print and Scan Doctor below:
http://ftp.hp.com/pub/printers/hppsdr/HPPSdr.exe
- Once HP Print and Scan Doctor is open, click Start, and then choose your printer.
- If your printer is not listed, turn it on and click Retry.
- If there is a connection problem, follow the instructions in the tool.
- Click Fix Scanning.
Please let me know if that makes any difference, if not does it fail with any specific error?

i've done this in the past but did it again.
I ran the fix for scanning. Print and Scan Doctor indicates:
- Some issues were found and fixed with your product. This shows up each time I run Print and Scan Doctor
- Recommended updates installed. Also appears eacha time I run Print and Scan Doctor
When I hit "Test Sccan" this message appears: "The HP LJM278M281 was not found"

Can you successfully make a color copy from the printer?
May you able to scan from the HP Laserjet Pro M278-281 software by selecting Scan a document or photo or do you see the same results?
How long is the USB cable used?
Ensure it is directly connected to a port at the back of your computer, as well try plugging it to another port and check if you may see any difference.

I can make a color copy from the printer
I can scan and send a color email from the printer
Scan Doctor indicates problem were fixed but when I try a test scan, it continues to indicate that it cannot find: HP LJM278M281
And I cannot locate Scan Extend
The printer functions wirelessly; I can print from my cellphone
