Can one send a fax from a windows computer to a fax capable printer?

The answer depends on the printer model, the type of software available for the Operating System / version, and the application or software to be used.

Classic style full driver printer software, for example, like the full driver printer software available for an older OfficeJet Pro 9025(e), or the Envy Photo 7800 series, includes a "Fax" Driver with the installation of the driver.  The "Fax" driver can be selected in your printer software as a destination.    There are (also) a number of Fax controls available in the Embedded Web Server (EWS).

Newer Style, new format full driver printer software, for example, like the full driver printer software available for the OfficeJet Pro 81xx(e) and the OfficeJet 91xx(e) series, does not include a full Fax driver software.  The printer can send a fax.   There are (also) a number of Fax controls available in the Embedded Web Server (EWS).

What else?

In general, HP Mobile Fax can send a Fax without any printer/fax hardware.
