Okay, I just moved to a new Lenovo PC from a 6-year old Dell. Both are running Win 10 64 with automatic updates. On the Lenovo the printer funtion works fine but I am unable to scan. From the HP side of things it appears as though the HP Solutions Center is no longer installed, from the MS side of things Windows thinks that there is no scanner installed.
I've followed all of the steps listed for troubleshooting including:
Turning things off and back on (duh!).
Running the HPPSdr multiple times.
Uninstalling and reinstalling all HP software on my PC.
Re-running the HPPSdr and doing (yet another) full install.
All without result.
I've also got the HPAiO Remote app (which seems to be HP's replacement for the Soulutions Center) installed and it too is reporting that "HP AiO Remote is unable to scan from this printer".
HP's website reports that HP no longer supports the printer.
So, my guess based on all this is that HP's latest driver removed the scan funtionality from the desktop. My inner conspiracy theorist thinks that this is just a plot to get me to buy a new printer. My inner economist thinks that HP doesn't want to spend any more money on an "obsolete" product and left out scan support to get me to buy a new printer. My inner realist thinks that some dope just forgot to cut and paste the scanning functionality code into the Win 10 driver and this minor oversight made it through QC.
Has anybody been able to fix this issue?

It is best is your Windows 10 is at the latest Version / build, having installed the latest Updates, including: Cumulative update for Windows 10 Version 1511 and Windows Server 2016 Technical Preview 4: July 12, ...
Note that unless you have switched Windows Updates to "deferred", Windows will attempt to update your system automatically.
You can check your Windows Update History:
Start > Settings > Update and Security > Advanced Options > View your update history

Regardless of all else, if you have beat this issue into the ground and the scan setup will not engage, try other scanning options:

Hi DF,
Thanks for all the suggestions. Windows is completely up to date, I've got the latest drivers, and all else seems nominal. I installed a couple of other scan apps and in NONE of them sees a scanner on the system. BUT if I contact the printer directly through its IP address I can scan with no problem. Plus despite repeated clean installs, HPPSdr still thinks the full software package needs to be run because "The full software solution for your product is not installed on this computer."
I'm guessing something got broke somewhere along the line and at this point it's just not worth the effort.
Anyway thanks for your help. It looks like I had covered all the bases with my initial attempts. I'll just limp along with webscan until I can get something more modern...

You are welcome.
Sometimes the answer is "Sort of".  
If you ever need something Webscan does not offer, you might try Naps2 -- nice little program and it provides a decent scan / edit window for "crop" purposes.
More possibles:
Windows Scan (available in Windows 10) is nice -- and provides that nice, big scan / crop window.
