Scan a picture to USB drive always scans as VFS file not .JPEG
How do I scan my pictures to the USB as .JPEG files?

Hi @Connie3326
Welcome to the HP Support Community. I'd be happy to assist you.
To scan an original to a memory device from the printer control panel
1. Load your original print-side down on the scanner glass or print-side up in the document feeder.
2. Insert a USB Ʈash drive. The Memory Device Options screen appears.
3. Make changes to scan options, if needed.
4. Touch Start Scan.
On the printer screen, when you tap on 'scan to USB', you get an option to 'save as'

Select your choice.
Or you may tap on Settings, the gear icon under 'scan to USB', and make the required changes.
Hope this helps! Keep me posted.
