Scanning to jpg with the standard Hp scan software.
Paper format selected is A4 (europe). This setting has been saved for all proposed profiles.
I scan an image with Save as JPG profile, selecting More in top right I see detailed parameters confirming A4 choice.
Scanned image is presented in preview as 8.27 X 11.69 in.
Selecting again More in top right, opening Detailed adjustments and clicking Manage Images in the Width and Heigh box you can set only inches values.
this can seem a ridicolous issue but in some borderline cases cuts out your image...
Any clue?

What is the exact paper size you are trying to scan?
To know the supported paper size and type, refer to printer specifications

Let's try and uninstall the printer software from the root level on your PC and install the full feature printer software.
--->In Windows, search for and open Programs and Features.
--->Select your HP printer.
--->Select Uninstall.
--->In Windows, search for and open Devices and Printers.
--->In the Devices and Printers window look for your HP Printer. If you see it listed, right-click on it and choose "Delete" or "Remove Device.”
--->Open up the run command with the "Windows Key + R" key combo.
--->Type printui.exe /s and click OK.
--->Click on the Drivers tab.
--->Look for HP Printer driver. If you see it click on it and click remove at the bottom.
--->Select OK.
--->Select Apply and OK on the Print Server Properties windows.
--->Close Devices and Printers.
And then reinstall the printer full-featured drivers from the software and drivers page (download and run HP Easy Start, you will find it under the software and utility menu)
