HP Deskjet 4155e - want to scan document as PDF but it isn't on scan menu. How to fix this?

You can just try to install and use HP Scan Extended instead, it will be installed under Start > HP > HP Scan Extended.

 

Or alternatively, quickly scan documents to PDF with free PDF document scanner programs.
