when I got into the printer settings as an admin and click "scan to computer" it gives me an option to click "webscan" but when I click it this is the response I get - "You cannot use this function because it has been disabled. For more information, contact the person who set up the printer." But I am the person that set up the computer and I did not turn this off so how do I get it activated??

You should not enable Scan to Computer from the EWS page, but from the HP Software.
What you refer is to the Webscan feature to scan from the printer homepage, which need to be enabled within the Settings tab, but have nothing to do with scanning to a computer from the printer front panel.
Download and install the latest Full Feature Software below:
Following the installation click the printer icon on your desktop, under Scan click on Manage Scan to Computer and ensure the feature is enabled, then you may scan from your printer screen.
Regardless, as you ask about enabling WebScan, this can be enabled by clicking Settings > Security > Administrator Settings. and to enable the feature and scan from the EWS page, but this will not activate scanning from the printer front panel.
