I am unable to scan to email. I have received the pin via email but when I try to scan as a document (sometimes it scans and sometimes it doesn’t). and then send to email nothing happens. I can scan to computer. I have restored factory defaults to no avail. If I try to cancel or exit the system locks up and I have to reboot the printer.

Installing HP Smart app on your iPad may resolve this issue. Let us try these steps:

I downloaded the HP Smart app and it requires a password in order to join the network. The directions in the app do not address this!
I have printed successfully from my iPad without using the HP Smart app in the past. I don’t understand how I received the pin in my email on my iPad (for scanning to email) but do not receive the scan itself.

HP Officejet 8028 printer is AirPrint compatible and hence you do not require any application to print from your iPad. However to scan to email, you will have to use HP Smart application and setup the email on the app.
If you are trying to connect the printer and the iOS device using WiFi Direct, you can use the default password which is 12345678.
If you have changed the password, it can be retrieved by printing a Network configuration page on the printer. Refer to this document to know how.
Note: You will not have the Internet access on the iOS device while Using WiFi Direct.
Using your home wireless network is recommended. Kindly refer to the document/video mentioned in my previous post to know how to setup your printer on the HP Smart app.

IF I power off the printer and power it back on AND I load a document in the ADF, then I can scan to email ONE TIME only.
Subsequent attempts (without power cycle) cause the printer to go into a loop with "connecting" on the display just below the rotating circle in blue. This eventually times out and I am returned to the home page.

- Make sure the printer and the MAC are connected to the same wireless network.
Update the printer firmware
Click here to know different methods of updating printer firmware.
Restart the network devices
- Turn off the Router, Printer, and the computer/ mobile devices.
- Wait for 60 seconds.
- Turn on the Router first and wait for all the lights to stabilize.
- Turn on the printer and allow it to configure itself.
- Turn on the computer/ mobile devices.
Check the settings
You may setup this feature from the EWS page of the printer.
- Obtain the IP address of the printer – You can touch the “wireless” icon on the printer control panel to obtain the IP address.
- Type the IP address at the top of your web browser to obtain the printer EWS page on your computer.
- If you get any security notification, click on show details/advanced and 'proceed to this website'.
- Go to Scan > Scan to Email > follow the on-screen instructions.
Once the setup is complete, you will see an option to test it.
