Copy and Scan use the same mechanical parts of the printer.
Check whether you can use Copy.
Reference: Make copies with an HP printer
------------------------------------------------------------
If the printer will neither copy or scan, it might be a hardware problem (scanner is broken).

Next,
Scan requires a destination.
The printer does not support Wireless or any mobile devices that depend on a network.
Reference
Printer Specifications for HP DeskJet 1110, 2130 Printers
The printer supports using a USB printer cable between the printer and the computer.
This means the destination (where you save the scanned content) must be located on your computer.
If the printer is capable of using the scanner (hardware works), the next place to check is whether the destination can be reached. Open the destination folder and make sure you can read / write to the folder.
If the USB cable connecting the printer to the computer is working, you should be able to print.
Submit a simple print job to the printer.
Next,
Recheck how to use Scan
Reminder >> Scan, like other operations, requires an application or software capable of completing the task.
Which applications and software are available depend on the Operating System / version you are running on your computer.
If the printer will copy but cannot print or scan, the source of the problem might be the connection (check your USB cable).
