Best regards

This is indeed a compatibility problem between HP scanners and Windows 11.
We have the same kind of problem with our Scanjet Pro 4500f1 and 4600fnw1.
No new HP software to solve it.
Basically, when the scanner is started after Windows or when it fals asleep, the only way to reconnect is restart the computer while the scanner is on and awake.
Downgrading Windows is not an option (security) and it seems HP is not taking any action here.

Thank you. You response is exactly what I have found as well. I have tried everything suggested about keeping the USB ports "alive" which apparently Windows 11 does not do, even if I change the settings. Hopefully HP will see this and provide a Windows 11 update, or my next scanner will probably not be an HP.

This HP advice seems to help in my case, HP ScanJet Pro 3500 f1 on Windows 1124H2 on AMD Ryzen 7 2700:

Tried to follow your advice, but when I try to download and install the two updates listed, I get error message that this update is compatible with this computer. Running Windows update show my computer is updated and there is mothing more to download. But the two updates listed do not show up in my Windows update history.

I think updates KB5048667 and KB5052093 are incorporated in later cumulative updates.
Unfortunately, I have found that the step headed "Open Device Manager and expand the Imaging devices category" only seems to help after a reboot, which is not much of an improvement.
Under "Imaging devices" in the Windows 11 Device manager, "HP HP ScanJet Pro 3500 f1" and "HP ScanJet Pro 3500 f1" appear.
Under "HP ScanJet Pro 3500 f1 properties" this incorrect and unhelpful message appears:
Currently, this hardware device is not connected to the computer. (Code 45)
To fix this problem, reconnect this hardware device to the computer.
But in the Settings->Bluetooth & devices -> Printers & Scanners window, the HP ScanJet Pro 3500 f1 is listed as "connected to USB".
The message that I would like to send to Microsoft and HP: kindly come up with a proper solution for this problem. Like thousands of other users, I have a pile of things to scan. Photographing documents with a phone is inefficient and the product looks unprofessional, which is why I spent a large sum on this machine in the first place.

I agree that HP and Windows/Microsoft need to come up with a solution. My scanner was not cheap and has functioned fine until Windows 11 on a brand new machine. This is a strong scanner and I'm not wanting to change it unless I have to switch to another brand. If I have to do that, I will then switch my other HP products to other brands as necessary. HP used to be a very reliable company that supported its products. Apparently that is no longer the case.
