I receive a "insufficient data for an image" message on attempting to open a scanned image by HP Smart using Acrobat Pro. The equivalent document scanned with HP Easy Scan opens without problems including at the highest resolution level. This challenge with HP Smart is relatively new, within the last month or so.

I have the same problem. It seems related to using the "Document Feeder" option. Scanning from the glass doesn't present this problem.
I open the PDF in Acrobat and the scanned page image seems triplicated landscape across the page, then I get the "insufficient data" message. I open it in MacOS Preview, all pages are blank.
I have seen a thread on this forum from 2013 saying it was an Adobe issue that was resolved, so it seems to have returned.
Most annoying....

I have the same problem with an HP Envy 7155 on macOS Catalina. I'm running the HP Smart app to do the scanning and am scanning using the "Document" and "Grayscale" settings. Weird thing is that I've used it in the past and it was fine. I did just install a macOS Security Update yesterday for 10.15.7. Also, interestingly enough, if I switch over to "Color" scan, I won't get the error. Very strange!!
