The scanner is not picking up the conspicuous tone of old comic art. The scan bleaches the image, losing the tone. The scanner is set on photo, color, and 300 dpi. My operating system, macOS Sequoia 15.4.1, and HP software are up-to-date. How can the scanner be adjusted to pick up the tone of the paper?

Have you checked to see if there is an option to scan as art or graphic instead of photograph. Also check the settings for background cleanup as a setting to high will cause it to ignore the background.

Neither HP nor Mac appear to have art scan settings. HP Smart scan options are limited to Document or Photo. HP Easy Scan has three options: Photo, Graphics, Etc.; Documents with Text, and Documents with Color. Mac Image Capture offers Document, Photo, or Automatic. None of these options capture the tone of the paper. The scans all look bleached.
Neither HP Smart scan nor HP Easy Scan have background cleanup settings, at least that I can find.
However, Mac Image Capture offers manual settings for brightness, tint, temperature, and saturation. I've adjusted them without success.
