I'm scanning old photos and just don't feel the quality is very good.  I've adjusted the settings.  

 

Is there a way to improve the quality or do I need a better scanner?

Welcome to the HP Support Community.

 

Does this only happening while scanning photos or all documents? Do you have any new photos that you can try with? Does this happen with both the scanner glass and Document Feeder?
