I ended up with the full HP Solution Center installed when I downloaded the full feature driver. I agree, you still can't use the buttons on the printer, but this might solve your frustrations with Adobe scans. You execute the scan from this software. You can read more about it here:

Really appreciate your trying to help but I am sure I have the most current drivers for the printer. I am sure you are correct that the printer scans correctly with the non-HP proprietary software you have purchased. It does not scan correctly with the Adobe software I already own but it scans well enough to get the job done. I just miss the ease of the panel button. HP has assured me that there is nothing that can be done to improve the situation because it appears to be hardware problem between the printer drivers and Windows 8.1. They do not intend to spend money resolving it because the unit is no longer supported. Again, I appreciate your trying to help but it is a lost cause unless I buy an additional scanning product and I choose to not do that.

I'll just clarify once more - per the link I sent, this is free software from HP. Not sure where you got that it was non-HP proprietary sofater that I purchased. The link takes you directly to HP's website for the HP Solution Center, which I've used for years. So in my case, yes, I miss the button accessibility, but this HP software works with my HP 8500 printer for scanning with more control than you indicated you had with Adobe. I have, specifically, the HP Officejet Pro 8500 wireless. Using HP's Solution center software, and selecting scan, I can scan wirelessly to a network folder, focus the scan to the corect size wso there's no cropping the final file and further refine the scan in terms of resolution, etc, and my windows 8.1 Surface Pro 3 PC found the printer with no problem. Hope this clarifies. Here's a link to the dowload for the FREE HP Solution Center - the dowload was a bit further down the page from the last link.

OK, you finally got it through my thick skull. Your original message stated, "I just purchased a Surface Pro 3" and I took that to mean a piece of software. I now understand it to mean a piece of hardware. I now understand tht you are talking about the HP Solutions software as the "free software". I have had that installed and operating sice day-one and yes, it works. Thanks for your patience.

I have the identical issue. I just upgraded from Windows 7 directly to 10. Clearly the issue introduced with Windows 8 is still present. The "scan to network" feature fails to work is when I initiate it from the printer rather than from the software. It has been over a year since the last post and it still has not been fixed. As noted above, HP is not supporting this printer any longer. HP is terrible to have not fixed this.
