Hi,
You cannot scan to email directly from the printer with the Officejet 3830 printer.
With the provided software you may scan using the HP Scan software only, Scanning to an Email can be done directly only if you have any email client installed and configured on your computer, such as Microsoft Outlook.
If you don't have any such email client and use any web-based email service, you will need to scan to file to your computer and manually attach it to a mail using your email web interface.
