Welcome to HP Support Forums. 🙂 I came across your post and would like to help.
I understand that you have an HP ENVY 7640 e-All-in-One Printer. I read that the printer does not offer the "scan to PDF" option. The scanning options are jpeg and BMP. You have reinstalled the drivers and the issue persists. You've done a remarkable job performing the steps. Not to worry, I'll do my best to help you.
To provide an accurate resolution, I need a few more details:
- Are you trying to scan from the computer or the printer's front panel menu?
- Have you tried to scan using another application like HP scan and capture?
Meanwhile, I suggest you to perform the following steps:
-
On the printer control panel, touch the Scan icon (
).
-
Touch Computer to scan to the connected computer.
-
Touch the name of the computer that you want to save the scan to.
-
Touch Scan Shortcut, and then select a shortcut that corresponds to the document or picture you are scanning.
-
Save as PDF: Use this setting to scan text documents that will not be editable. Use the Save as Editable Text (OCR) to scan text that you can edit.
-
Save as JPEG: Use this setting to scan pictures and images.
-
Touch Start Scan. The printer scans the document or image, and then saves it to the destination specified in the settings.
I hope this helps. Please feel free to reply. Good luck! 🙂

Hello
Thank you for your kind instructions. I reinstalled HP Assistant on all my devices, then when I scan from my printer I used the 'scan' option only and that enabled me to use PDF. If I scan to any of my other devices using the 'name of the device' then I would only have a JPEG option.
With kind regards
