Using HP Scan on my HP laptop I created numerous PDF files to send to my Bank. However, the Bank cannot open after me emaiiing using **bleep**.com and attaching. I also re emailed again using Google Drive and the Bank still cannot open.
Can someone help me. The Bank will be requiring more documents as I am applying for financing a loan.

Welcome to the HP User Community.
Use HP Scan to can the document and then save it to your computer.
If open your email > create an email > attach the PDF file > email the file to yourself, can you open the attached PDF file?
If yes, then at least you know the file appears OK from your side.

What else?
When you use HP Scan to scan a document to PDF, normally - and unless you tell it otherwise - the PDF will be "just a normal" PDF.
Some legal documents are protected (by the author of the original document).
For example,
The protections might include restrictions against copying, scanning, emailing, or even printing forms that are provided for you to complete online (or in software provided by author of the original forms).
If the documents you are scanning are already protected against copying / scanning / printing, the scanned content might not be readable (or, for example, depending on the type of protection, the resulting file might not be able to be printed).
One method to check your saved PDF file:
Open your saved PDF file in Adobe Reader DC
File > Properties > Tab Security
Example - PDF Document > File > Properties > Tab Security

Yes, I know - sounds weird and complicated. Banks, Financial Institutions, and Insurance companies have rules about how content behaves.
True - this "protected document" setup might not be the case in your situation - especially if the bank sent / provided the form(s) to be completed.

If you have not done so,
Reinstall / Update your PDF Reader (Adobe Reader DC /Optional Foxit Reader)
HINT: Watch out for and UNCHECK unwanted extra software
NOTE: Adobe Reader DC software can be installed even if you do not normally open / view / print PDF files directly from the Adobe Reader DC software.

When the PDF file is saved to the "Local or Network folger".
Can Adobe Reader be used to open this file?
Or is an error displayed?

I am sure the bank can open this PDF file now.

Good news, then - the file is OK.
As in the first post:
Open your email > create an email > attach the PDF file >
Send the email with the attached PDF file to the bank
