Windows 10 HP Digital Fax won't work HP OfficeJet Pro 8600

I cannot seem to get HP Digital Fax to work on my new Windows 10 machine.  I can get it to work on an older machine that was upgraded from previous windows versions but it won't work on any newer machine that came standard with Windows 10.  I read online that it may have something to do with a TLS security protocol which is why I can't set up the Fax to Email since it uses an older TLS version that is no longer supported and HP does not have a firmware update to help with this.  I am able to print to the fax - HP 8600 and set everything up appropriately but when I click send the window closes and the spooling window never opens, its as if the fax disappears into wonderland.  I have attempted to update firmware and reinstalled the software many times.  I have even tried this on multiple different computers without any luck.  I even have an older HP OfficeJet 6700 Premium that does the same thing, work on old cpu but not on any newer one.  The fax machine works fine when sending directly from the document feeder so it clearly has a connection.  I can print and scan back and forth over the network both wireless and wired.  I am only not able to fax digitally either send or receive to any new cpu.  HELP!!

Is the printer connected through a USB or a network connection?

Fir a network connection, do you try selecting to store the faxes in a shared network folder or email?

It is a network connection.  I do not typically have to save them to a shared network folder when performing this task from the older computer.  I have tried to use a shared folder and it doesn't appear to make any difference. The process still stops short when trying to actually perform the fax.
