Thanks for using the HP Forums.
Yes, it can. However, depending on the 8600 series model you own, it can be automatic or manual.
Two sided copying and scanning is only available for the Officejet Pro 8600 Plus (N911g) or Premum (n911n) models.
Refer to Series at a glance section on page 2):
If it doesn't support 2 sided, select 1 Sided Original > 2 Sided Copy.
Place the original documet on the flatbed scan glass, there will be a prompt to manually flip the original.
