Most important is that your license file is OK and if you can export files then it is working! In case that you cannot read/write to ur USB dongle you will need to ask for the replacement. Just contact HP support in your country.

I'm having the same problem, the license file is found among the setup files and I can't find away to activate or apply the license again.
If you can help me as the others would be great as our work is halted now because of this issue.
