What you do -- and how you do that - depends on your Operating System / version and the application or software you are using to scan the content and then share (email), print, or save the final PDF document.

HP Smart -- particularly if you are using the Automatic Document Feeder (ADF) -- tends to put all the scanned pages into one document -- it is the "default" action.
If you are using Windows and perhaps a different program (not HP Smart), then the results depend on how you have adjusted the settings in the software.
Example - Windows - HP Scan (part of the full driver printer software) - Menu - More > Destination > File Type
