how do I enlarge a picture when scanning?

Welcome to the HP Community --

Scan does not include a way to make the image larger.

This printer lacks a touchscreen interactive Printer Control Panel -- Copy does not include Resize options.

Solution

Scan at size, save the image to your device, print at the size you want it done.

How you print at a selected size depends on your Operating System / version.

The Operating System / version depends on your device (computer, tablet, phone).

Printing at any size you want is possible in a supported version of Windows and the appropriate app or software.

There are several apps and software programs available. 

Ask for examples.

Printing at any size you want in Mobile depends on the OS / version AND finding an app that supports "at size" printing.

For example,

The HP Smart - Mobile - application tends to print the image at the size of the paper.

iPadOS supports manual sizing --  the mechanism is primitive; sizing accuracy is difficult to impossible.
