Welcome to the HP Support Community!
Unfortunately your product HP Scanjet 4300c Scanner series is too old. HP no longer provides software for it.
But I found this info here: My operating system is not listed on HP Software and Driver Downloads
If that doesn't help, I recommend searching the Internet. Someone may be able to provide a driver.
