First off I’m unable to add printer I’ve had 15+ years even though it has been added to account previously
MY ACTUAL QUESTION when I scan with hp smart on iOS device, is it saved somewhere in h- smart, OR CLOUD. I’m trying to see if i scanned a certain document recently. Are scans sitting in a folder somewhere

If you saved the content as opposed to using Share (email) or Fax, then the content is saved in one of the supported locations you have on your phone.
If you saved the content into HP Smart,
Find HP Smart on your phone's homepage
Open HP Smart (Mobile)
At the bottom , see options:
Home Scan View & Print Settings Account
Select View & Print
Check for your file

If the content was saved into Files
Find Files on your phone's homepage
Check Locations
iCloud Drive
On My Phone
OneDrive (if installed)
Recently Deleted
If the content was saved into Photos
Open Photos
Check the most recent entries / additions

When the website support page opens, Select (as available) a Category > Topic > Subtopic
NOTE: Content depends on device type and Operating System

Open
Enter the device type and model name of your HP product
OR
Select a saved product from HP Account Dashboard
