Your description might mean that the printer software is not installed -- or the software is installed and has stopped working.

IF you mean to say that the printer software is still installed and functional and that you managed to remove / delete the Shortcut to the printer software from your Desktop, then it is only necessary to make a new shortcut.

The first is more likely than the second though both are perfectly possible.

Of the shortcuts included in the example, the two relevant to your Windows 7:

• Printer Assistant
• HP Scan

The answer below addresses reinstalling the software.

Caveat

It has been a number of years since I've seen Windows 7 -- the procedure to reinstall the printer software was written for a newer Operating System / version.  The description might be adequate if you understand your Operating System well enough to extrapolate what is useful in the context of your situation.

Printer - Full Feature Software - Install

HP Full Feature Software / Full Driver printer software - supports printing and scanning from the web, printing in in other software and programs (for example, Word), and provides support for the full range of Printing Preferences and printer features.

The full driver generally adds at least one and possibly more Shortcuts to the Desktop.

The Printer Assistant is not installed if the type of full driver software does not support it.

HP Scan – part of the full driver printer software - is not installed if the printer does not support Scan.

Where the Printer Assistant is no longer part of the full driver printer software, the full driver instead provides a Desktop Shortcut for the HP Scan Assistant and access to the new format “HP Scan” (HP Universal Scan).

 If the printer model includes built-in Fax hardware, the software supports the setup and use of the Fax driver.

No Sign-in required to use full driver printer software.

Reinstalling?

• Uninstall existing full driver printer software from Programs and Features.
• If your printer includes a separate "help" in Programs and Features, uninstall that, too.
• Restart the computer and log in.
• If the printer is connected to the computer using a printer USB cable, remove / disconnect the cable before loading the software.

After the software is installed, Restart the computer and sign in.

 Note:  Printer Assistant, HP Scan Assistant, and HP Scan are dependent on printer model and supported software options.

• HP Scan – Shortcut on Desktop named for the printer model

• HP Scan Assistant – For those printers that no longer provide the Printer Assistant
• When installed, HP Universal Scan software adds a separate self-named “HP Scan” shortcut
