From your reply, O assume you’re trying to scan from the printer front panel itself, am I right?
If you have the HP Software installed, from the HP Envy 5640 software click Scan, Manage Scan to Computer, make sure the feature is enabled and you select on your printer screen the exact name listed within the Manage Scan to Computers, without any added word to it (Which are listed on the printer due to Windows WSD services and only support picture file formats.
If you use the HP Smart app, initiate the scan from the HP Smart app on your PC and PDF will be available there, PDF scanning from the printer is only supported with the HP Software, not with HP Smart.
