My OfficeJet 7740 keeps starting "phantom" scans without being prompted to do so. I don't understand what could be happening or what can be promting the scanned to run.

Seems that someone could be playing a prank on you? 🙂
Anyway, one area that could cause the scan remotely is Webscan. Perhaps try to disable the Webscan?
These resources shows you how to enable webscan (you can just disable it)
(Chromebook uses Webscan so ignore the title but follow the steps to enable/disable it)

Thanks Greenturtle.
I disabled Webscan and thought the problem was solved but after a couple of days it started scanning again on its own. Any other ideas? Can I limit the printer's network connection to only teh computers that I authrize?

Is the printer used at home or shared?
One other possibility where people can use the printer is through their mobile phone with HP Smart apps (for Android and iOS).
You can change the Wifi Direct Password so that only people who knows it can print/scan. Also, consider changing the Wifi Netword passwrd so that people canot connect to the network and create havoc.
