trying to access my HP 8610 e all in one printer to edit the scan to email addressbook. But I get this error message ..
ERR_SSL_VERSION_OR_CIPHER_MISMATCH
how do I resolve this?

Disclaimer, I have an HP Officejet Pro 8600 n911g that was purchased back in 2014. I got the same error when I was trying to adjust certain settings in the Embedded Web Server (you get to the Embedded Web Server by typing in the printer's IP address in any web browser or in the HP Smart app by going to printer settings and then Advanced Settings).
I first figured I just needed to update the firmware because any recent version of firmware would have an access protocol that wasn't 100% blocked by any modern web browser, right? Well apparently that didn't get me anywhere because even though the HP website says there is a new version of firmware for my printer model (the name of the executable I downloaded is even "OJP8600_N911g-n_2011A.exe"), when I try to upgrade it, it tells my my printer is "not applicable". I then called HP support and after 30 minutes, ended up just telling me that my printer is too old, sorry.
I kept digging and found out that you can open up in Edge but have them open in "Internet Explorer Mode". I went to Edge settings, clicked on "Default Browser", changed "Allow sites to be reloaded in Internet Explorer mode (IE mode)" to "Allow", and then added http://<IP_ADDRESS_OF_PRINTER>. Then restarted Edge, went to the Enhanced Web Server, clicked on the options that redirected me to the https equivalent, and it let me override the warning!!
Good luck, it sucks that even HP can't help with this and we're left to fend for ourselves.

What makes you say that? I pulled up Edge and it updated from version 112.0.1722.39 to version 112.0.1722.48 (I never use Edge so I'm not surprised my version 112.0.1722.39 was out of date) but the steps I mentioned were still there in version 112.0.1722.48.
What error are you getting when you follow the steps I mentioned in the first post?

I had success with Safari on MacOS
I had the same failures trying to get to the embedded web server in an HP M603 from My Windows O/S machine (Win10 22H2) with current versions of Edge, devEdge, Internet Explorer app, Chrome, and Firefox. After the recent round of browser security updates I could no longer use the "continue on (unsafe)" option when trying to hit the printer with firmware from 2014.
The Safari interface is a little wonky; after sending a firmware update the page did not refresh with warnings about the printer rebooting, but it did upload the firmware and after a tense 10 minute wait and a manual page refresh, I have updated firmware.
For my particular case, with the M603 and freshly updated firmware 2309088_001480 dated 31 Jan 2023, I am now allowed by my Windows based web browsers to reach the embedded web server. I still have to pass through the "are you sure you want to go there" challenge from my browser, but I can once again remotely manage the printer interactively.

That's definitely awesome that you were able to update the firmware to use somewhat modern certificates. Unfortunately my printer isn't recognized as an applicable printer for the only firmware update hp.com offers for my model number and when I contacted HP customer service, they gave me the standard "can't help you, your printer is out of warranty" BS.
I guess I'll keep on using this Edge "Internet Explorer Compatibility Mode" as long as I can, then HP will be successful with their business model and make me buy a new printer even though I don't need it just so that I can actually have access to my printer settings. Great for their shareholders but not for their customers...
