Operating System: macOS 10.15 Catalina

The printer settings say that my scan to computer has been disabled and to contact the person who set up the computer, which is me.  Any ideas?

I've been through this too. I uninstalled everything related to HP, rebooted then I installed ONLY the "all in one" downloaded software.

DO NOT INSTALL HP SMART! - no idea what is that app for, but I think that was the cause of no remote scanning. And it worked the same on two computers, so just run away from it.
