Thank you for posting your query. I'll be more than glad to help you.
I understand that you are facing issues with your HP OfficeJet Pro 6978 All-in-One Printer wherein you are unable to send or receive the fax over the DSL line.
This issue could occur if the fax setup for the ADSL line is not correct.
Let's go through a few steps that may help to fix this issue.
And here are a few steps listed below:

Connect your ADSL microfilter to the telephone wall socket.

Connect the fax cable supplied with your printer to the outlet labeled 1-LINE (or LINE) at the back (or on one side) of the printer.

Insert the other end of the fax cable into the analog outlet on the ADSL microfilter.
-
Connect the PC to the ADSL modem according to their respective manuals. The ADSL modem can be external or internal to the computer; if in doubt, check the specifications of your computer.

Insert the ADSL cable into the ADSL outlet on the ADSL microfilter according to the guidelines of the ADSL manufacturer.

I have Verizon FIOS for phone, internet, and TV. I use same line for fax and phone- just disconnect from phone and plug into fax when I need to fax something. Always worked with my old 3 in one printer.

Did you check with Verizon? Please contact them and check if there is any issue with the line.
There will be able to run a fax line test and would be able to tell you if there are any issues.

No, you do not need any setup software for the fax feature. It's completely hardware setup.
Also, while using the FIOS connection, you simply need to use a DSL filter to connect the fax line to the fax machine. Check the links below for more details:

I appreciate your efforts for trying out the steps.
As you mentioned the issue still persists after trying out the steps. Try few steps recommended below.
The remote machine failed to respond to a fax command from the local machine because the connection was interrupted. These errors can occur if the phone lines in the area to be faxed are old or there is noise (static on the phone line). Other reasons can include power outages and other power-related problems.
Retry the fax reception when telephone line conditions have improved. Call the telephone provider if line conditions fail to improve.

Disconnect all phone lines from the back of the All-in-One and follow the steps below:
Disconnect the power cord from the wall outlet and the back of the All-in-One and reconnect after one minute.
Run the fax diagnostic test again. If the fax hardware test fails with no phone lines connected, there may be a problem with hardware in the unit.
Service the product.
Also, try contacting Verizon for further assistance.
