When you said, "I can't get past the Google account verification", are you trying your own Google account or is it stuck on the previous owner's account?  

 

If your account, do a search for the issue on Google.  Is it a 2 step verification?  See this example link:

If you can't remove the previous owner's info, even after a Factory Reset, then it should go back to the Pawn Shop.
