Operating System: iOS

I can’t send fax, I have my printer connect directly to my lan line and then I do a “Run fax test” and on the screen it say text was unsuccessful and when I check the paper it’s says 

fax hardware test - pass

fax connected to active telephone wall jack - pass 

phone cord connect to correct port on fax - pass

using correct type of phone cord with fax - pass

dial tone detection- fail

fax line noise test - not run

fax line condition test - pass

 and then it says you should be able to successfully send and receive faxes 

what can I do to fix this problem, do I need to spend extra money on a dial tone thing that’s never gonna be used or... is there something else?
