Operating System: Microsoft Windows 11

I just got the HP 7602 tank printer and am trying to set up the fax. I have tried everything and every different way to set this up but the test comes back Fail for dial tone detection and Fail fax line condition test. When I hook up my old HP 6978 printer,  the fax works. Help please.
