I am having some additional issues for some reason I cant get to my F12 settings now. Not sure what happened but I dont want to keep you up to late so as soon as I can I will update you with the results.. Seeing how you have a very similar computer do you happen to know why I have lost my access to the settings available when you restart and hit the F12 button. I typically have access to settings like boot order and other bios settings when I do that? I will report back soon and if you want to respond great!!! and if you need some sleep I will wait to hear from you when your able.. Thank you again for all of your help!

No worries, the day ain't over yet for me.
I had mothballed my HP EliteDesk 400 G3 SFF because of my latest HP ProDesk 400 G4 SFF upgrade project -which is now completed anyway (Solved: Upgrading HP ProDesk 400 G4 SFF - HP Support Community - 8488474), so I am setting up the HP EliteDesk 400 G3 SFF.

I'm on my phone right now leaving this message I'm unable to reach my BIOS are any of the items I would normally be able to reach by hitting F12 any idea how to do that I used to be able to hit F12 something's going on with my system I will reach out again as soon as I'm able

All right, my HP EliteDesk 800 G3 SFF is up and running, not with the RTX 3080 12GB I had it hooked up initially, but instead I'm using an AMD Radeon RX 6600.
Here are some pictures I just took:
Yes, lest I forget to mention it: make sure you clear out the space directly above the primary CPU cooling fan, and reroute wires, etc.
By the way, forget F12 to access BIOS. F10 it is. Here are my BIOS settings:

And as mentioned, I prefer to use the Windows AMD (or Nvidia) driver in combination with the freeware GPU overclock utility program from Asus called "GPU Tweak III", which can be downloaded from here: GPU Tweak III (asus.com)
As you can see, OC-ing made easy. Yes, be prepared to exercise a little bit of trial-and-error, but the end result is a much faster running graphics card. It automatically starts up whenever you power on your PC.
When it pops up on your screen, just minimize it by clicking on the " - ":

NonSequitur777 --Again I want to thank you for your help!!! I installing a couple of windows updates hoping I can figure out why I can't reach the bios settings anymore. I thought it was F12 but F10 does not work for me right now. I typically would get a small white-lettered message in the bottom left corner of my screen telling me the computer is opening the setup or bios menu where you can change the bios and other settings but since running the driver uninstaller program I have not been able to get to those settings. I restart, hit F10 and my computer just continues to boot to the spot where you enter your windows login password. Not sure how to get there anymore. I keep trying and trying by hitting the function buttons and I just cant get there. When I use the windows button and do the shift restart and select the option to go into the settings it goes there but its frozen and I have to power down by holding in the power button for 8 sec and then restart it again. As soon as I get in I will change. I think I might try to put the old GPU card back in and see if that gets me acces.

Yes, any 15-pin SATA power connection originating from your motherboard will do. What this does is to provide a power signal to the 24-pin ATX power adapter relay card to turn on the secondary power supply and thus synchronizing powering your external graphics card via the PCIe power cable(s) from the secondary power supply at the same time your PC powers on.
