I tried with no succes, its either no good serial number, either not available....stuff like that.
I read that post...maybe it can fixed with a BIOS update...I have the latest version already

I think @grzwacz has summarised this situation correctly in the other thread and there's nothing that can be added here.
In my view your cooler is not doing its job and should be replaced by HP under warranty. You risk damage to CPU and/or its cores - there's history of blown i7 processors on the Internet if you search for it.
If you really believe that this can be sorted by BIOS updates, then you are very much mistaken.

Yes I agree that the cooler is not doing its job....but I doubt that HP will ever replace it...and with what? if they put another cooler (same model) which is Intel Stock Cooler....the problem will still be the same...
I did a lot of researching and reading and its true Coffee Lakes runs hotter than any other CPUs...but I did not expect to thermal throttle..
I will try get in touch with HP service and explain the problem...other than that...I am not loosing 2 years warranty to replace the cooler and thermal paste myself...
