i upgraded to win 10 and cd rom won't be recognized by pc . drive # seems to be wrong on it to

Everything looks exactly as it should, the "blank" media is in "raw" format, i.e., no "file-system" is present.
The "Dual-Layer" commercial media is formatted, using the UDF file-system.
So, it should "play" when you tell VLC (or Windows Media Player) to "open" the media.

This is quite unusual, if the device is working correctly.
Microsoft Windows has had "built-in" support for CD-ROM in Windows NT/2000/XP/Vista/7 and Windows 10.
Turn your computer off.
Turn your computer on, and look for a message like "press <blah> to enter BIOS SETUP".
Press that <blah> key.
Within BIOS SETUP, it should show your disk-drive and your CD-ROM device. Does it? If not, then that hardware has "failed", and needs to be replaced -- if you ever intend to read from CD-ROM media.
Within Windows, start "Device Manager". Is the CD-ROM listed? It should be.

What manufacturer and model-number of the CD-ROM?
Check the printed label on the top of the device.

I turned off the computer and started it but there was no bios setup to press. The cd rom is listed in device manager as hp dvd ram gh60l sata cd rom device. the letter is I and i thought it was e when on win 7 but not sure.

Either you "missed" the message, or the message was something like "Press <blah> to interrupt startup".
Pressing that <blah> key might lead to a "Press <blah> to enter BIOS SETUP" message.

So, what sort of problem are you having?

If you open "File Explorer", what devices are associated with drive-letters 'D:' through 'I:', inclusive?
Does your computer have a "5-in-1" card-reader, for the memory-cards that come out of digital cameras?
Each of those 5 slots could be assigned a unique drive-letter.
What symptoms can you report?

I havethese on my screen when restarting it. f10 setup - esc boot menu - f12 boot from lan - f11 system recovery - f9 diagnostic . The disk drive #s are 0-1-2e no media-3f no media- 4g no media- 5h no media- 6j on line- dvd i no media . I don't know how to find out about the 5 in 1 reader card.

So, 'F10' is the key to enter BIOS SETUP.

Each slot on the memory-card reader has been assigned a drive-letter, between 'E:' and 'I:'.
That '0-1-2' occurs because that slot accepts more than one type of card.
So, 'J:' is the drive-letter assigned to your CD/DVD optical device.
So, what happens when you insert a disk into the CD/DVD device?
Noises? On-screen menu or actions? Error-message?

It can be frustrating to have this happen.
Microsoft removed playback in WIN 10. To fix it, see # 2.
Here is a detailed guide, hopefully it will assist you.

Did you try inserting a commercially-produced "music" CD-ROM?
If you did, and you still get the "insert a disk" message, then your CD/DVD hardware could be broken.
Experiment: put a CD-ROM with a label into the tray, and turn the disk so that the text on the label is facing you.
Close the tray, while watching the lamp on the front of the device, and keeping your fingers on the front-panel of the device.
Does the lamp blink a bit?
Do you hear the device spinning the CD-ROM?
Through your fingers, do you feel any vibration while the device is spinning the CD-ROM?
Wait a few seconds, then open the tray.
Is the text on the CD-ROM still facing you?
If so, then it is the motor that should spin the CD-ROM that no longer is working.
Of course, try the CD-ROM in some other computer, to prove that the CD-ROM is "readable".
For a "desktop" computer, a replacement CD/DVD device is under $30 US.
It's relatively easy to remove the side-panel(s) from your "desktop" computer, to swap-out the broken drive -- two cables from the back of the device to disconnect, and remove a few "mounting" screws that hold the device in its correct position.
