Sudden fps drops in any game

Hi, I am using this HP omen 15 gaming laptop for one year (RTX 2070 max-Q design, CPU intel core i7 9750H, 32gb ram, 512 ssd) and recently, I am experiencing sudden fps drop to 15-20 or even freeze for couple seconds then back to normal. all my drivers and bios up to date.  my cpu running between 90-100c in any game even in low settings then reapplied thermal paste and cleaned fans which gave no effect to overheating. then tried third party tools like Throttlestop, XTU but whatever changes I made took no effect because I read my product locked advanced bios options for even third party tools, so I couldn't even find way to disable intel turbo boost which I read from other forms could be useful. so basically it seems like there no way for me to fix this problem and use my gaming laptop for documentation or watch movie? so please anyone who had dealt with this kind of issue can give me advice would be much appreciated?

HPSA will automatically search for all the latest drivers for your Notebook

1. Click My devices in the top menu, and then click Updates in the My PC or My notebook pane.

   

2. Click Check for updates and messages to scan for new updates.

   

3. Review the list of updates. Updates with a yellow information icon are recommended. Updates with a blue information icon are optional.

4. Click the update name for a description, version number, and file size.

5. Select the box next to any updates you want to install, and then click Download and install.

Also ensure Windows is up to date.

Select the Start  button, and then go to Settings  > Update & security  > Windows Update , and select Check for updates. If Windows Update says your device is up to date, you have all the updates that are currently available

Next try these steps

Right-click your desktop background and select NVIDIA Control Panel. You can also find this tool by performing a Start menu (or Start screen) search for NVIDIA Control Panel or by right-clicking the NVIDIA icon in your system tray and selecting Open NVIDIA Control Panel. 

  

To quickly set a system-wide preference, you could use the Adjust image settings with the preview option. For example, if you have old hardware that struggles to play the games you want to play, you may want to select “Use my preference emphasizing” and move the slider all the way to “Performance.” This trades graphics quality for an increased frame rate. 

  

By default, the “Use the advanced 3D image settings” option is selected. You can select Manage 3D settings and change advanced settings for all programs on your computer or just for specific games. NVIDIA keeps a database of the optimal settings for various games

it seemed my laptop was missing important intel drivers and I could update them with your guide thanks to you and now no sudden fps drops but my CPU still hitting 90c+ heat I mean is it ok? then I tried to disable intel turbo boost (because most laptop users found it one of the efficient way to decrease heat) but couldn't find way to do it since option has been hidden in bios. so I will be looking forward to your answer if there is any way to disable it?

Yes you will not have the option for disable Turbo Boost in BIOS. HP Consumer Pc’s uses a customized BIOS setting (Tattooed BIOS) of which some features including overclocking and increasing the VRAM etc are locked.

This is done in the best interest of safeguarding the PC for the optimal performance and not to cause any extensive component failure.
