You have to first go to  program list in control panel then check  is there any  antivirus or any other software 

remove all junk software and plugins

if then you get the same issue then  go to recovery manager mod 

start your computer hitting with the F11 key and chose system restore option here  

now you still face the same issue  refresh your pc if you have windows 10

or if you have window 7 then you can reset your pc with this option

*** NOTE** take the backup of your all-important data before doing these step

There is antivirus software in the list but like I said I'm not aware of any running.

Could you send me a screenshot of your program list 

 

and how do you remove 

go to the program list 

just right click on that name of software/antivirus   

and click uninstall and follow the instruction 

and one more thing I want know why you restore your computer what is the exact issue you getting in the computer ?

Thank you for trying to help me. I have done a system restore before without uninstalling every antivirus in my computer. We can have software in our computers but not have them running so asking me to uninstall every antivirus seems like overkill. 

 

As far as the original problem I'm trying to resolve. I mentioned it in my first posting. When uploading something to a website or email, the window with the selections is different than what it should be.  Here is a photo of the problematic window. As you can see there is no maximize or minimize in the upper right and it functions differently from a regular window that performs as it should. 

 

I've had this happen before and I think it usually resolved itself but can't really remember exactly how it got resolved.Windows2.JPG

as I see that when you upload something that time you do not get minimize and maximize button in the bar.

so I want to tell you its not an issue no buddy get here this button because Microsoft has not given the option here..

you may check on another computer also and one thing I want to ask do you not get minimize and maximize button when you open regular windows if not then that could be an issue but if you get there button then its not an issue as I see.

I see that you don't have those options in the upper right as well. I used to but don't now. Again, it is not only that but when I close that dialogue window and want to choose a photo from the same folder, the same folder will not open immediately so I have to scroll to find the folder again. Before, the last folder I opened will open but no longer. 

 

I don't know why people don't believe me that the window used to look/function one way and now it doesn't. I'm not imagining things. I'm not making things up. I'm not confused.
