Yes, you can try with older BIOS.
If the issue still persists, you back up all personal data and perform a system reset to resolve the issue: click here for steps.

to be honest, i don't get it.
How could windows 10 reinstall resolve this issue?
As i mentioned, USB device with VID&PID: VID_04F3&PID_0C00 is not visible.
It's simply NOT there for whatever OS you install.
You can easily check with live dist of UBUNTU -> lsusb

I understand your concerns.
If you have the recovery partition. Then you can perform the recovery. The drivers automatically installed.

Hi,
whatever Factory Reset will NOT help, because device in question "VID_04F3&PID_0C00" (ELAN WBF Fingerprint Sensor) is simply NOT visible anymore.
My guess, BIOS update disconnected/disabled this device.
How could we check/fix that?

@Budul The only way to recover an old BIOS is by performing the BIOS recovery and you seem to have done that already, since there are no alternate options to recovering an old BIOS, this could be deemed a hardware issue and I suggest you talk to HP support and discuss your options, follow the below steps to get started:
1) Click on this link - http://www.hp.com/contacthp/
2) Click on Sign-in or select the product using the below step:
3) Enter the serial of your device.
4) Select the country from the drop-down.
5) Click on "Show Options".
Fill the web-form, to populate a case number and phone number for yourself!
