I think that the touchpad has a technical fault that cannot be fixed by software updates or a reset with the power button.

 

As a long-term and cheap solution, I would use a external <USB wired> laser mouse. The touchpad itself should then be deactivated in the Windows device manager.

Can the touchpad be replaced to fix this problem?  How would I get an inexpensive replacement? What would it cost?  Are there instructions on how to replace it?   Is the replacement difficult?

The Touchpad can be replaced. If you are not afraid of craftsmanship and technology, you could do it yourself. Ask a friend/neighbor/acquaintance who knows computers well to help you.

(2) Check HP Partsurfer for spare parts. ( Possibly not available )

(3) Search on aftermarket ( ebay, aliexpress, amazon,  ... ) and catch genuine or compatible part.

Please pay attention to HP spare part number and specification.

(4) If you can't do it you should have it serviced by a professional notebook (chip level) repair store.
