I have an identical issue like that. According to me, my laptop is all optimized and updated (Drivers and Softwares both). I use my laptop for usually designing animations, web designs, 3D and Whiteboard videos (Adobe Premier and Aftereffects), custom logo designing (on illustrator) but I have seen there is no difference when I start to render a design either animation or 3d or a video in Adobe Premier. The CPU and GPU usage percentage doesn't even change at all.  As a result, the rendering is slow and time taking. I could not find any reason behind it, anyone knows or faced this issue kindly help me sort out this issue.
