I had the same problem and chanding the AC charger fixed the problem

i was having the same problem with my Hp Envy this morning after reading all the suggested solutions, i still could not come out with anything out of curiosity i decided to checked the charging pin for me to found out that the pin inside was bent not properly aligned. i took a fitting metal  and straighten the pin inside and it started charging well again.

 

pls try it it works for me.
