Your input is interesting: I also had noticed that the former "HP Hotkey UWP Service" service had been automatically enabled to manual again. I did not check if this behavior was related to a new update of the keyboard driver with certainty but I can confirm that the same HP keyboard drivers and/or firmware are reinstalled  by Windows Update form time to time among other similar from other  OEM like Intel  I will check if this keyboard update is actually the  root cause in my case the the new time I face the "HP Hotkey UWP Service" error popup.
