I'll give the CASLSetup.exe a try on a W10 device too and report back. My own laptop is with HP for analysis of this specific fault. I was also having it on the one I'm using temporarily, but the issue was resolved by upgrading from W10 to W11 (which has caused other driver problems, but I won't go into that here).
HP has previous when it comes to HP Hotkey Support driver and the supporting software framework. It used to come included as part of the Hotkey installer package, then a few years ago HP decided to remove software framework from the installer. At the time, it had to be installed separately (as per the post referenced) or the consumer HP Support bloatware was needed. With newer models (G7 series I think) the framework came as part of the usual driver sets again and no separate installations were required. I wonder if the problem here is to do with a faulty software framework installation rather than just a faulty driver.

Tim, you might be right. It could be that I used an older version of the Software Framework, since my hotkeys for display brightness (F3 and F4) still do not work, although at least now I don't get the spurious little window showing up. Nothing happens at all now. The other hotkeys do work though.

After disabling the two hotkey services, I'm back to working normally with no blank popups. Is there any point in reinstalling the hotkey support? What does it give me that I don't already have with the services disabled?

See Tim Butterworth's post for the solution. It is as follows:
Hotkey reset in BIOS, so from completely shut down laptop, power on and at the same time keep tapping the esc key or F2. One of these should then guide you to select the key to open the BIOS.
Under tab Advanced> System Options
Check box called "HP Application Driver"
Back to Main tab
Save changes and exit
All my hotkeys now work; at least until the next update, when I might have to repeat this procedure.

Here is what worked for many of us. (See Tim Butterworth's post for this solution. Solved: Re: HP Hotkey Support warning - Page 8 - HP Support Community - 8907036) It is as follows:

I did not use an old hotkey driver. I went to https://support.hp.com/ca-en ,
selected my model laptop: HP ZBook Studio x360 G5 (your model may be different),
selected Windows 11 as OS, and Windows 11 as version,
under All Software and Drivers clicked on Driver-Keyboard, Mouse and Input Devices,
clicked on HP Hotkey Support - UWP,
clicked on the software pack, sp151095.exe,
when advised to install HP's software installer I chose not to, but to download the package and install it manually.
The file downloaded to my Downloads folder, and I just double-clicked it and followed the instructions to install it. If I try to post a link to the file here, the link will still only take you to one of the other HP web pages, but you can try it here:
I don't know if the sp151095.exe is the same for all the HP ZBooks, but you can try downloading it using the link in the following post below; however, it would be best to download the appropriate one for your model. Once you install this softpack, you still have to shut down your laptop, and follow the instructions I previously posted above to enter your laptop's BIOS and re-check the box to enable HP Application Driver, then proceed with boot-up.

Download the .doc file and edit the filename to change the extension from .doc to .exe, and double-click to install it.
