I've seen things claiming the most I can upgrade to is 8 GB of RAM, but when I open 'Command Prompt' and run the command 'wmic memphysical get maxcapacityEx' I have the number 16,777,216 which I divided by 1,048,576 to get 16. So according to this I have 16 GB max capacity, so which is it, 8 or 16?

According to the service manual and even the Intel specs for your notebook, PC's with the Intel Celeron N4120 processors have one memory slot, and the slot supports a maximum of 8 GB.

However, another forum member with a different model notebook that has the same processor installed 1 x 16 GB of memory in the notebook and it did work.
So, you should be able to install a 16 GB memory chip in your notebook.
Here's an Amazon reseller offering a HP notebook for sale where they installed a 16 GB memory chip:

As you can see, it supports 16GB (or 16777216bytes).
