Hello! I purchased two 16GB sticks from Corsair Vengeance, DDR4 SODIMM 3200MHz. I installed them, which was fairly straight forward process, but the computer would not boot. I put in the old single 8GB DDR4 Samsung stick and the system boots perfectly fine. Technically speaking for the teeth to align the pretty Vengeance sticker must face down, but as far as I'm aware, that should not be an issue. Is my system incompatible with these sticks somehow? And what sticks are compatible?

Since RAM sticks are NOT the same, Corsair Vengeance is not compatible. Why not use Samsung RAM ?
Note: I don't know how you upgraded its RAM, On page 21 of the manual says
Support for the following:
DDR4-3200, 1.2 V, nonupgradeable, onboard system memory in 16 GB (16 GB×1, 8 GB×2), 12 GB (8 GB×1 + 4 GB×1), 8 GB (8 GB×1, 4 GB×2), and 4 GB (4 GB×1) configurations
DDR4-2400, 1.2 V, nonupgradeable, onboard system memory in 8 GB (8 GB×1, 4 GB×2) and 4 GB (4 GB×1) configurations

What's the CL specification on the Corsair Vengeance, DDR4 SODIMM 3200MHz memory you purchased.?
If it is not CL22 but a lower number such as CL20, that is the most likely reason for your dilemma.
HP uses the standard DDR4-3200 memory with the standard CL spec of 22.
If your notebook's BIOS cannot compensate for the faster timing, the notebook will not boot up and the user has no access to change the memory XMP profile in the BIOS.

I have nothing against Samsung RAM, but Vengeance was what I ended up with. Why would the brand matter? Are you saying since the original is Samsung the upgrade must also be Samsung?
Sidenote: the original Samsung chip was discontinued.
Also I searched up and down the HP manual and never found that section. Generally speaking, why would it be nonupgradable?
I ran a cmd prompt to find the max capacity, and downloaded CPU-z to confirm System Information details.
The intel core i5 10th gen has a max of 64GB, so I figured everything checked out. Everything told me DDR4 3200 CL22 2x16GB would work just fine.
What are you suggesting I do?

The memory should have worked then as far as the CL spec is concerned, so I don't know what the problem could be.
Chapter 5 of the service manual indicates that 16 GB memory chips were offered in the model series.
What rank memory is the Corsair?
1Rx8, 2Rx8, 1Rx16?
The 16 GB Samsung memory chip with the HP part number I found on eBay is 2Rx8.

If the Corsair memory is not 2Rx8, you may want to find a 16 GB 2Rx8 memory chip and try it as that could be the reason the memory doesn't work.

Unfortunately, the Corsair website doesn't say, and it does not appear that the number of ranks show on the label like it does on the Samsung memory chips I posted.

You can find that info out by running a free program like HWINFO but that is useless in your case since the memory doesn't work.
Looking at the number of chips on the circuit board, as far as I can tell the memory is 2Rx8 because it seems to have 8 little black memory chips on each side of the circuit board, like the Samsung memory has.
If it only has four, then it is not 2Rx8.
