The same happen with me.
I just received my new HP Envy 13, 4 days ago, run userbenchmark test from userbenchmark.com and the result is: Intel UHD scored 18, and NVidia MX150 scored 14. Tried several times and adjusting power settings return similar results.
During the benchmark test, I noticed that the graphic is smoother on Intel card.
How can this be a hardware fault?

I am not real into gaming actually, but kind of wasting my money on something that does not work to its capacity.
I know it is the 1D12 version, lower clocked. But going below Intel card is unacceptable.
Have anybody tried to explore this issue through NVidia?

750 score, should have around 2800,on notebookcheck.net they tested this hp model and obtained that score with Nvidia mx150,so that should be the normal score for this graphics card, not 750,that's about the same Intel obtained,so it's some hardware's fail on this model ,lots of user are reporting the same,I have done everything , nothing solved...kinda of disappointed with hp, actually for me Hp is dead after this, they don't honor warranty

I think this one is solved now.
Last night, I installed update from HP support apps, and it updated BIOS to ver 22.
Run the benchmark again, and ..... it gave much better MX150 score on benchmark. Before it scored 14 for gaming, now it got 22. The UHD620 still scored 18. Noticed also much smoother graphics during benchmark test.
Haven't tried with real demanding game though.
I attached some screenshot on test result and GPU state during test (from windows task manager). When the UHD620 was selected as primary GPU, it trigger MX150 at start, but during the whole test only UHD620 was working.
When the MX150 was selected as primary GPU, it ran together with UHD620 the whole time.
The only issue left now is: the benchmark for MX150 shown it is "performed as expected" on 50th percentile of all users having benchmark on the site. Is it acceptable? In my opinion, for a 1D12 version it is acceptable.
